In the parsha (perek 14)it spells out kosher and non kosher animals.

Rabbi Frand, ShLYT"A pointed out, in the name of Rav Noah Weinberg, Z"L that when identifying four the non kosher animals which have 1 of the 2 requirements, the "simanim" are spelled out addressing the kosher elements which they DO have, and then the 1 which they are lacking. ( see Devarim 14, 7 and 8)

Even when addressing the Tref animals, the pasuk is pointing out the good qualities, before addressing the "short-comings."
